The Santa Margarita Water District, the agency responsible for providing water to Coto de Caza and the surrounding communities of Rancho Santa Margarita, Ladera Ranch, San Clemente and a portion of Mission Viejo has implemented a ban on adding water to new swimming pools in its service area.  If construction started prior to the implementation date, the pool is exempt from the new rule.  The rule also prevents existing pool owners from adding more than a foot of water to their pools at one time.  The policy is controversial for a number of reasons, but primarily because experts have stated and the district has acknowledged that pools use less water than a similarly sized landscaped area.  For additional information or to read the complete text of the provision please go to
